Where can I fish the Salmon River for free?

Which water is public, which is paid, where the free parking is, and what fills first on a run weekend.

THE SHORT ANSWER

Most of the Salmon River is free. NYSDEC holds public fishing rights on 12 of the river’s 17 miles, through Altmar, Pineville and Pulaski, with free parking at the DEC lots.

You need a New York State fishing licence. You do not need to pay anyone for access, unless you choose to fish a private stretch like the Douglaston Salmon Run. Public fishing rights are a fishing easement only, two stretches are fly-fishing-only with their own seasons, and night fishing is permitted on the lower river alone.

That surprises people who have only read about the river online, because the paid water advertises and the free water does not. There are miles of public bank between the hatchery in Altmar and the mouth at Port Ontario, and on a Tuesday in November you can have a long stretch of it to yourself.

The catch is not money, it is parking and timing. The free lots are small and they fill in the dark on a run weekend. That is the real currency on this river.

We keep an access map with every lot we know, how many cars it holds and roughly when it fills. Pins on it are our own observations and are approximate — use it to plan, not to navigate the last hundred yards.

State public fishing rights

Long stretches through Altmar, Pineville and Pulaski, including both fly fishing only zones, the water around the villages and most of the marked state lots along Route 52 and County Route 22.

Douglaston Salmon Run

Private water on the lowest couple of miles before the lake, sold as a daily rod fee. Fresh fish, managed crowding, controlled parking. Twenty-two minutes from the cabin. Worth it on a busy weekend if you would rather pay than queue.

Posted private banks

Public fishing rights are a corridor along the bank, not the whole valley, and they stop and start. If a bank is posted, it is private, whatever the water in front of it looks like. Landowner patience on this river is finite and worth protecting.

Before you drive up

Buy the licence first. NYSDEC sells it online in a few minutes. Everyone 16 and over needs one.

Read the current Salmon River regulations. This river has its own rules on top of the statewide ones — season dates, tackle restrictions in the fly zones, snagging prohibitions, and specific rules on the hatchery stretch. They change. Check the NYSDEC page for the year you are fishing, not a forum post from 2019.

Arrive earlier than feels reasonable. On a run weekend the popular lots are full well before first light. Midweek you can turn up at eight and be fine.

Park only where it is marked. The shoulders are posted in most places and enforcement is real during the run.

Check the flow. A free access point is no use if the river is at 1,800 cfs and unwadeable. Today’s report has the number and what it means.

Where can I fish the Salmon River for free?

Most of the Salmon River is free public water. NYSDEC holds public fishing rights on 12 of the river’s 17 miles, through Altmar, Pineville and Pulaski, and the DEC parking areas along Route 52 and County Route 22 are free to use. You need a New York State fishing license, but no access fee.

Do I need to pay to fish the Salmon River?

Only on private water. The best known paid stretch is the Douglaston Salmon Run, which controls the lowest couple of miles above the lake and sells daily rod fees. Everything the state holds rights on is free with a licence.

Do I need a fishing license?

Yes. A New York State freshwater fishing licence is required for everyone 16 and over, and during the salmon and trout season there are additional regulations specific to the Salmon River. Buy the licence online from NYSDEC and read the current special regulations before you fish.

Is parking free at the Salmon River access points?

At the DEC and state lots, yes. They are also the first thing to fill on a weekend during the run — several are full before daylight. Park only in marked areas; the shoulders along Route 52 and Route 22 are posted and get ticketed and towed.

What are the fly fishing only zones?

There are two catch-and-release fly fishing only areas, both at the Altmar end of the river. The lower section runs from the County Route 52 bridge in Altmar about a quarter mile down to Beaverdam Brook and is open 15 September to 15 May. The upper section starts just above the Salmon River Hatchery on County Route 22 and is open 1 April to 30 November. Both are free public water but carry their own tackle rules, so check the current NYSDEC regulations before fishing them.

Can I wade anywhere I want?

No. Public fishing rights give you a corridor along the bank, not the whole valley, and some stretches are private on one or both banks. If it is posted, it is posted. The access map marks what we know to be public.
